As I was watching (and drawing from) CatDog, another 90s cartoon,
I wondered if it was created by the same person who did Hey Arnold,
because Cat's style reminded me a bit of Helga from Hey Arnold.
Different creators, though- CatDog was created by Peter Hannan
and Hey Arnold was created by Craig Bartlett.
The little toy cat above reminded me of the flour sack I had to draw for my animation class.
One episode featured a monster called "Toothpick Head" who had olives for eyes and a nose.
